Srimad Valmiki Ramayana
उपभुक्तम् यथा वासः स्रजो वा मृदिता यथा ।
एवम् राज्यात् परिभ्रष्टः समर्थो अपि निरर्थकः ॥ ॥३-३३-१९॥
Upabhuktam yathā vāsaḥ srajo vā mṛditā yathā । Evam rājyāt paribhraṣṭaḥ samartho api nirarthakaḥ ॥ ॥3-33-19॥
Translation
Just as a used garment or a crushed garland is discarded, so too a king fallen from his kingdom is rendered useless, even if he is personally capable.
हिंदी अनुवाद
जैसे पहना हुआ (पुराना) वस्त्र या मसली हुई माला त्याग दी जाती है, वैसे ही राज्य से भ्रष्ट हुआ राजा, चाहे वह कितना भी समर्थ क्यों न हो, निरर्थक हो जाता है।
English Commentary
This verse emphasizes that institutional power amplifies personal capability. Without the machinery of the state, even a capable ('samartho') individual is discarded like a used object. The similes of the worn garment and crushed garland evoke a sense of lost glory and immediate disposal. Shurpanakha warns Ravana that his personal strength will not sustain his status if he loses his political seat due to administrative blindness.

यहाँ शूर्पणखा स्पष्ट करती है कि 'सामर्थ्य' (व्यक्तिगत शक्ति) 'सत्ता' (राज्य) के बिना अधूरी है। जिस प्रकार मसली हुई माला से सुगंध चले जाने पर उसे फेंक दिया जाता है, वैसे ही राज्य-लक्ष्मी से रहित राजा का समाज त्याग कर देता है। यह रावण को चेतावनी है कि वह अपने व्यक्तिगत बाहुबल के घमंड में न रहे; यदि राज्य गया, तो उसका बल उसे अपमान से नहीं बचा पाएगा।
