प्रमत्तः काम भोगेषु स्वैर वृत्तो निरंकुशः ।
समुत्पन्नम् भयम् घोरम् बोद्धव्यम् न अवबुध्यसे ॥ ॥३-३३-२॥
Pramattaḥ kāma bhogeṣu svaira vṛtto niraṃkuśaḥ । Samutpannam bhayam ghoram boddhavyam na avabudhyase ॥ ॥3-33-2॥
Translation
Intoxicated by sensual pleasures, acting arbitrarily and unchecked; you do not realize the terrible danger that has arisen, which ought to be known.
हिंदी अनुवाद
(तुम) काम और भोगों में पागल (प्रमत्त), मनमाना आचरण करने वाले और निरंकुश हो; (इसीलिए) घोर भय (संकट) उपस्थित होने पर भी, जिसे जानना चाहिए, उसे तुम नहीं जान रहे हो।
English Commentary
Shurpanakha launches a direct attack on Ravana’s competence as a ruler. She labels him pramattah (heedless/intoxicated) and nirankushah (unrestrained/wild). By accusing him of being lost in kama bhogeshu (sensual pleasures), she implies he has abdicated his responsibilities. The core accusation is negligence: a terrible danger (bhayam ghoram) has arisen right on his borders, yet he remains oblivious. This verse underscores the theme that unchecked power and hedonism lead to political blindness, making a ruler vulnerable to unseen threats.

शूर्पणखा रावण के चरित्र पर सीधा प्रहार करती है। वह उसे 'प्रमत्तः' (मदहोश/लापरवाह) और 'निरंकुशः' (जिस पर कोई अंकुश या नियंत्रण न हो, जैसे बिना महावत का हाथी) कहती है। एक राजा का सबसे बड़ा गुण जागरूकता है, लेकिन रावण 'काम भोगेषु' (भोग-विलास) में इतना डूबा है कि उसके सिर पर मंडरा रहे 'घोरम् भयम्' (भयानक खतरे) का उसे आभास ही नहीं है। शूर्पणखा का तर्क है कि विलासिता ने रावण की बुद्धि को कुंद कर दिया है, जिससे वह राजधर्म का पालन करने में असमर्थ हो गया है।
