ये न रक्षन्ति विषयम् अस्वाधीना नराधिपः ।
ते न वृद्ध्या प्रकाशन्ते गिरयः सागरे यथा ॥ ॥३-३३-६॥
Ye na rakṣanti viṣayam asvādhīnā narādhipaḥ । Te na vṛddhyā prakāśante girayaḥ sāgare yathā ॥ ॥3-33-6॥
Translation
Kings who do not protect their territory, being not in control of themselves; they do not shine with prosperity, like mountains (submerged) in the ocean.

जो राजा (स्वयं) पराधीन (विषय-वासनाओं के गुलाम) होकर अपने राज्य (विषय) की रक्षा नहीं करते; वे समुद्र में डूबे हुए पर्वतों की भांति कभी वृद्धि (उन्नति) से प्रकाशित नहीं होते।
English Commentary
Protection of the realm (vishayam) is the sine qua non of kingship. Shurpanakha connects Ravana's lack of self-control to his failure in national defense. The imagery compares such kings to mountains submerged in the ocean. Just as underwater mountains, despite their size, are hidden and cannot display their grandeur or grow (in the sense of visible height), a king who neglects defense loses his glory. His prosperity (vriddhi) becomes invisible and irrelevant, swallowed by the chaos he failed to prevent.

'रक्षण' (सुरक्षा) राजा का प्राथमिक धर्म है। शूर्पणखा आरोप लगाती है कि रावण अपनी सीमाओं ('विषय') की रक्षा करने में विफल रहा है क्योंकि वह अपनी इंद्रियों का गुलाम ('अस्वाधीन') है। उपमा दी गई है 'गिरयः सागरे यथा'—जैसे समुद्र में डूबे हुए पर्वत। पर्वत विशाल होते हैं, लेकिन यदि वे समुद्र के भीतर हैं, तो न वे दिखाई देते हैं और न ही उनकी ऊँचाई का कोई महत्व है। उसी तरह, रावण कितना भी शक्तिशाली क्यों न हो, यदि उसका राज्य सुरक्षित नहीं है, तो उसकी सारी 'वृद्धि' (समृद्धि/यश) व्यर्थ और अदृश्य है।
