दोषम् गुणम् वा संपृष्टः त्वम् एवम् वक्तुम् अर्हसि ।
अपायम् वा अपि उपायम् वा कार्यस्य अस्य विनिश्चये ॥३-४०-८॥
doṣam guṇam vā saṃpṛṣṭaḥ tvam evam vaktum arhasi |
apāyam vā api upāyam vā kāryasya asya viniścaye ॥3-40-8॥
Translation
You ought to speak thus (give advice) only when asked about the merits or demerits, or about the means or dangers regarding the decision of this task.
हिंदी अनुवाद
(एक मंत्री होने के नाते) जब तुमसे दोष या गुण के विषय में, अथवा इस कार्य की सिद्धि के लिए उपाय या अपाय (विघ्न) के विषय में पूछा जाए, तभी तुम्हें इस प्रकार बोलना चाहिए।
English Commentary
Ravana here lectures Maricha on court etiquette and the duties of a minister, albeit twisted to suit his ego. He reprimands Maricha, stating that a subordinate should only offer counsel on merits, demerits, or strategies when explicitly asked. Ravana implies that once a king has decided on a course of action (Vinishchaye), the minister's role is restricted to logistical support (Upayam), not moral judgment or dissent. This reveals Ravana's tyrannical approach to governance; he desires enablers, not advisors. He conveniently ignores the ancient wisdom that a true friend or minister is one who restrains the king from unrighteous paths.

रावण अब 'राजनीति' और 'मंत्रणा' के नियमों का पाठ पढ़ा रहा है, लेकिन अपने स्वार्थ के लिए। वह मारीच को डाँटता है कि एक मंत्री को बिना पूछे अपनी राय नहीं देनी चाहिए, विशेषकर जब राजा ने निर्णय ले लिया हो। रावण का तर्क है कि मंत्री का कार्य केवल 'कार्यसिद्धि' के उपाय बताना है, न कि राजा के निर्णय पर नैतिक निर्णय (Judgement) देना। यह एक तानाशाह की मानसिकता है जो केवल 'हाँ में हाँ' मिलाने वाले सलाहकार चाहता है। रावण मारीच की हितकारी बातों को अनुशासनहीनता मान रहा है। वह यह भूल रहा है कि सच्चा मंत्री वही है जो राजा को गलत मार्ग पर जाने से रोके, न कि केवल आज्ञा का पालन करे।
