Srimad Valmiki Ramayana
अमात्यैः काम वृत्तो हि राजा कापथम् आश्रितः ।
निग्राह्यः सर्वथा सद्भिः न निग्राह्यो निगृह्यसे ॥ ॥३-४१-७॥
Amātyaiḥ kāma vṛtto hi rājā kāpatham āśritaḥ । Nigrāhyaḥ sarvathā sadbhiḥ na nigrāhyo nigṛhyase ॥ ॥3-41-7॥
Translation
Indeed, a king acting out of lust and resorting to a bad path must be restrained in every way by good ministers. You, who should be restrained, are not being restrained.
हिंदी अनुवाद
काम-वासना के वशीभूत होकर कुमार्ग (कापथ) पर चलने वाले राजा को सत्पुरुष मंत्रियों द्वारा हर प्रकार से रोका जाना चाहिए। (परन्तु विडंबना है कि) जिन्हें रोका जाना चाहिए (तुम), उन्हें नहीं रोका जा रहा है (बल्कि तुम मुझे रोक रहे हो)।
English Commentary
This verse further elaborates on the duty of the Amatyas (counselors/ministers). Maricha characterizes Ravana as kāma vṛtto—one whose conduct is dictated by lust rather than royal duty. He emphasizes that a king on a kāpatham (bad path) must be checked (nigrāhyaḥ) by righteous advisors (sadbhiḥ). The tragedy Maricha points out is the inversion of order: Ravana, who requires restraint, is acting unrestrained, while he compels Maricha (who is giving good advice) to act against his will. This highlights the failure of the governance structure in Lanka, where moral authority has collapsed under the weight of the King's desires. It is a plea for the reinstatement of ethical intervention in statecraft to save the ruler from his own vices.

मारीच यहाँ स्थिति की विडंबना को उजागर करता है। राजा जब 'काम वृत्त' (इच्छाओं/वासना का गुलाम) हो जाता है और 'कापथ' (बुरे रास्ते) पर चलता है, तो 'सद्भिः अमात्यैः' (सज्जन मंत्रियों) का धर्म है कि वे उसे रोकें। यह श्लोक रावण की वर्तमान स्थिति का सटीक चित्रण है। रावण काम के वशीभूत है, परन्तु उसके मंत्री उसे रोकने के बजाय उसे बढ़ावा दे रहे हैं। मारीच क्षोभ व्यक्त करता है कि जहाँ रावण पर अंकुश लगाया जाना चाहिए था, वहाँ रावण स्वयं मारीच पर दबाव डाल रहा है। यह श्लोक 'हितोपदेश' की परंपरा के अनुरूप है, जहाँ राजा की निरंकुशता पर नैतिक अंकुश की वकालत की गई है। मारीच यह स्पष्ट करता है कि सच्चा हितैषी वही है जो राजा को उसके दोषों से बचाए।
