Srimad Valmiki Ramayana
न हि वृत्तम् हि पश्यामि बलस्य महतः पदम् ।
न एकस्य तु कृते लोकान् विनाशयितुम् अर्हसि ॥ ॥३-६५-९॥
na hi vṛttam hi paśyāmi balasya mahataḥ padam । na ekasya tu kṛte lokān vināśayitum arhasi ॥ ॥3-65-9॥
Translation
I do not see the footprints (movement) of a large army here. Therefore, for the sake of one person's act, you ought not destroy the worlds.
हिंदी अनुवाद
मुझे यहाँ किसी विशाल सेना के पैरों के निशान (संचरण) नहीं दिख रहे हैं। अतः एक व्यक्ति के (अपराध के) कारण आपको लोकों का विनाश नहीं करना चाहिए।
English Commentary
This verse encapsulates the core of Lakshmana's argument against collateral damage. The absence of army footprints proves this was the act of an individual. Punishing innocent civilians, animals, and celestials for a single person's crime violates Rajdharma (royal duty). Lakshmana repeatedly uses 'na arhasi' (it does not befit you/you ought not), appealing to Rama's conscience. He insists that justice must be surgical and precise, not indiscriminate.

यह श्लोक लक्ष्मण के तर्क का सार है—Collateral Damage (संपार्श्विक क्षति) से बचना। यदि सेना के निशान नहीं हैं, तो इसका अर्थ है कि यह किसी राजा का व्यक्तिगत कृत्य है। ऐसे में निर्दोष नागरिकों, पशु-पक्षियों और देवताओं को दंड देना 'राजधर्म' नहीं है। लक्ष्मण बार-बार 'न अर्हसि' (आपको शोभा नहीं देता/उचित नहीं है) कहकर राम को रोक रहे हैं। वे राम के विवेक को झकझोर रहे हैं कि न्याय सटीक (Precise) होना चाहिए, अंधाधुंध (Indiscriminate) नहीं।
