मन्त्रो विजयमूलं हि राज्ञां भवति राघव ।
सुसंवृतो मन्त्रधरैरमात्यै: शास्त्रकोविदै: ॥ ॥२-१००-१७॥
Mantro vijayamūlaṃ hi rājñāṃ bhavati rāghava । Susaṃvṛto mantradharairamātyaiḥ śāstrakovidaiḥ ॥ ॥2-100-17॥
Translation
For, O Raghava, the root of victory for kings is indeed counsel (Mantra), kept well-concealed by ministers who are guardians of counsel and experts in the Shastras.

हे राघव (भरत)! राजाओं की विजय का मूल उत्तम 'मन्त्र' (गुप्त सलाह/नीति) ही होता है, जो शास्त्र-निपुण मंत्रियों द्वारा अच्छी तरह गुप्त (सुसंवृत) रखा गया हो।
English Commentary
Rama elucidates the core doctrine of political success: Mantra (strategic counsel). He states unequivocally that strategy is the root (mula) of victory. However, this strategy is potent only when susamvritah (well-concealed). Leaks are fatal to statecraft. The ministers are described as Mantradharaih (holders/keepers of counsel), implying their primary duty is secrecy. This verse moves the discussion from the qualities of men to the methodology of governance, highlighting secrecy as the ultimate weapon.

राम यहाँ 'मन्त्र' (Counsel/Policy) की महिमा और गोपनीयता पर जोर दे रहे हैं। 'विजयमूलं'—जीत का आधार तलवार नहीं, सही सलाह है। लेकिन सलाह तभी फलदायी होती है जब वह 'सुसंवृतो' (पूरी तरह ढकी हुई/गुप्त) हो। यदि राजा की योजनाएं समय से पहले प्रकट हो जाएं, तो शत्रु सावधान हो जाते हैं। 'अमात्य' (मंत्री) को 'मन्त्रधर' कहा गया है, जिसका अर्थ है जो पेट में बात पचा सके। चाणक्य नीति की तरह, राम भी गोपनीयता को राज्य की रीढ़ मानते हैं।
