सहस्राण्यपि मूर्खाणां यद्युपास्ते महीपति: ।
अथवाप्ययुतान्येव नास्ति तेषु सहायता ॥ ॥२-१००-२४॥
Sahasrāṇyapi mūrkhāṇāṃ yadyupāste mahīpatiḥ । Athavāpyayutānyeva nāsti teṣu sahāyatā ॥ ॥2-100-24॥
Translation
Even if a king attends to (employs) thousands or even tens of thousands of fools, no help is derived from them.
हिंदी अनुवाद
यदि राजा हजारों या दसियों हजार (अयुत) मूर्खों को भी अपने पास रखता है (उनकी सेवा लेता है), तो भी उनसे कोई सहायता नहीं मिलती।
English Commentary
Reinforcing the previous point, Rama asserts that incompetence acts as a dead weight on the administration. Whether the number is a thousand or ten thousand (ayutani), the net output of fools is zero or negative. In an administrative context, this warns against bloating the civil service with unqualified appointees merely for patronage. Such a gathering does not provide sahayata (assistance); instead, it drains the treasury and clogs the decision-making process. Effective governance relies on competence, not headcount.

पिछले श्लोक की बात को पुष्ट करते हुए राम कहते हैं कि मूर्खों की संख्या बढ़ाने से शक्ति नहीं बढ़ती। 'नास्ति तेषु सहायता'—यह बहुत कड़वा सत्य है। मूर्ख कर्मचारी या सलाहकार न केवल निष्क्रिय होते हैं, बल्कि वे गलत सलाह या गलत कार्य करके राज्य का नुकसान ही करते हैं। वे संसाधन (वेतन, भोजन) तो लेते हैं, लेकिन परिणाम (Output) शून्य होता है। यह श्लोक नौकरशाही (Bureaucracy) में अकुशल लोगों की भर्ती के विरुद्ध एक चेतावनी है। भीड़ केवल बोझ होती है।
