कच्चिन्नोग्रेण दण्डेन भृशमुद्वेजितप्रजम् ।
राष्ट्रं तवानुजानन्ति मन्त्रिण: कैकयीसुत ॥ ॥२-१००-२८॥
Kaccinnogreṇa daṇḍena bhṛśamudvejitaprajam । Rāṣṭraṃ tavānujānanti mantriṇaḥ kaikayīsuta ॥ ॥2-100-28॥
Translation
Oh son of Kaikeyi, I hope your ministers do not harass the subjects with harsh punishments? (Do they not knowingly oppress the kingdom?)
हिंदी अनुवाद
हे कैकयीनंदन! कहीं तुम्हारे मंत्री प्रजा पर अत्यधिक कठोर दंड (उग्र दंड) देकर उन्हें बहुत ज्यादा भयभीत या पीड़ित (उद्वेजित) तो नहीं करते? (क्या वे ऐसा करके तुम्हारे राज्य को तुच्छ तो नहीं समझते?)
English Commentary
Addressing Bharata as Kaikayisuta (Son of Kaikeyi) might be a subtle reminder to avoid the ruthlessness associated with his mother's recent actions. Rama warns against Ugra Danda—disproportionately harsh punishment. A state that rules through terror (udvejita - agitated/anxious subjects) is unstable. If ministers abuse their power to oppress the populace, the moral legitimacy of the King erodes. Rama is checking if Bharata maintains oversight to prevent state-sponsored tyranny.

राम भरत को 'कैकयीसुत' संबोधित करके शायद यह इशारा कर रहे हैं कि अपनी माता की कठोरता शासन में मत आने देना। 'उग्र दंड' (Harsh Punishment) से प्रजा में 'उद्वेग' (Agitation/Terror) फैलता है। एक राजा का न्याय कठोर होना चाहिए लेकिन क्रूर नहीं। यदि मंत्री राजा के नाम पर जनता को लूट रहे हैं या सता रहे हैं, तो विद्रोह अवश्यंभावी है। राम यह सुनिश्चित करना चाहते हैं कि प्रशासन में दया और न्याय का संतुलन बना रहे, और पुलिस स्टेट (Police State) न बन जाए।
