मन्त्रिभिस्त्वं यथोद्दिष्टैश्चतुर्भिस्त्रिभिरेव वा ।
कच्चित् समस्तैर्व्यस्तैश्च मन्त्र मन्त्रयसे मिथ: ॥ ॥२-१००-७२॥

Do you hold secret consultations with three or four ministers, chosen according to the scriptures, consulting with them both collectively and individually?

English Commentary
This verse outlines the ideal protocol for state council. Ancient Indian political treatises warn against consulting too few (leading to autocracy or unchecked errors) or too many (risking leaks and indecision). Rama specifies "three or four" qualified ministers as the golden ratio for a core cabinet. The crucial instruction here is the method of consultation: Samastaih (collectively) and Vyastaih (individually). A collective meeting allows for debate and brainstorming, while individual consultation ensures that a minister can speak the truth without peer pressure or fear of contradicting a senior. By asking if Bharata does this mithaḥ (secretly/privately), Rama emphasizes that the sanctity of state secrets relies on the methodology of the consultation process itself.
