Srimad Valmiki Ramayana
सत्यमेवानृशंसञ्च राजवृत्तं सनातनम् ।
तस्मात्सत्यात्मकं राज्यं सत्ये लोक: प्रतिष्ठित: ॥ ॥२-१०९-१०॥
Satyamevānṛśaṃsañca rājavṛttaṃ sanātanam । Tasmātsatyātmakaṃ rājyaṃ satye lokaḥ pratiṣṭhitaḥ ॥ ॥2-109-10॥
Translation
Truth and compassion (absence of cruelty) are the eternal conduct of kings. Therefore, the kingdom is rooted in truth; indeed, the world itself rests upon truth.

सत्य और आनृशंस्य (क्रूरता का अभाव/दया) ही राजाओं का सनातन आचरण है। इसलिए राज्य का मूल 'सत्य' ही है; सम्पूर्ण लोक सत्य पर ही प्रतिष्ठित है।
English Commentary
This is the thesis statement of Rama’s reply and the foundational ethos of the Ramayana. Rama defines Sanatana Rajavrittam (eternal royal conduct) as consisting of two pillars: Satya (Truth) and Anrishamsya (Compassion/Non-cruelty). He asserts that governance is not merely administrative but metaphysical—the kingdom's very soul is Truth (Satyātmakaṃ rājyaṃ). Taking this further to a cosmic level, he states that the entire existence (loka) rests on Truth. To violate Truth for a kingdom is to destroy the foundation to save the superstructure. This refutes Jabali's materialism by positing Truth as the ultimate reality.

यह श्लोक श्रीराम के जीवन दर्शन का सार है। वे राजधर्म की परिभाषा देते हैं—'सत्य' और 'आनृशंस्य' (दया/करुणा)। वे कहते हैं कि राज्य सेना या कोष पर नहीं, अपितु 'सत्य' पर टिका होता है (सत्यात्मकं राज्यं)। यदि सत्य हटा दिया जाए, तो राज्य और समाज दोनों ढह जाएँगे। 'सत्ये लोक: प्रतिष्ठित:'—यह वैदिक विचार है कि ब्रह्मांड का आधार रित (सत्य/नियम) है। श्रीराम जाबालि को समझाते हैं कि राज्य पाने के लिए सत्य को नहीं छोड़ा जा सकता, क्योंकि राज्य का अस्तित्व ही सत्य के कारण है।
