कामवृत्तस्त्वयं लोक: कृत्स्न: समुपवर्त्तते ।
यद्वृत्ता: सन्ति राजानस्तद्वृत्ता: सन्ति हि प्रजा: ॥ ॥२-१०९-९॥
Kāmavṛttastvayaṃ lokaḥ kṛtsnaḥ samupavarttate । Yadvṛttāḥ santi rājānastadvṛttāḥ santi hi prajāḥ ॥ ॥2-109-9॥
Translation
This entire world would begin to act according to its whims (desires); for as the kings behave, so do their subjects behave.
हिंदी अनुवाद
यह सारा संसार (राजा के आचरण को देखकर) स्वेच्छाचारी (कामवृत्त) हो जाएगा; क्योंकि जैसे आचरण वाले राजा होते हैं, वैसी ही आचरण वाली प्रजा भी हो जाती है।
English Commentary
This verse encapsulates the timeless maxim: 'Yatha Raja Tatha Praja' (As the King, so the subjects). Rama articulates the heavy burden of leadership. If the ruler acts out of kama (desire/lust for power) rather than duty, the entire populace (kṛtsnaḥ lokaḥ) will adopt the same hedonistic license, leading to anarchy. Rama recognizes that his actions are not private; they constitute a public pedagogy. He cannot afford to be a materialist pragmatist because his corruption would legitimize corruption for everyone else. This is the sociological argument for his refusal.

यहाँ प्रसिद्ध उक्ति "यथा राजा तथा प्रजा" का मूल भाव निहित है। यह राजधर्म का एक आधारभूत सिद्धांत है। श्रीराम जानते हैं कि राजा केवल शासक नहीं, बल्कि 'युग-निर्माता' होता है। यदि राजा 'कामवृत्त' (इच्छाओं का दास) हो जाए और धर्म छोड़ दे, तो प्रजा भी उसी का अनुसरण करते हुए भ्रष्ट हो जाएगी। श्रीराम का वनवास केवल पिता की आज्ञा पालन नहीं है, बल्कि भविष्य की पीढ़ियों के लिए एक मानक (Standard) स्थापित करना है। यदि वे चूक गए, तो पूरा समाज दिशाहीन हो जाएगा।
