अथोत्थाय जलं स्पृष्ट्वा भरतो वाक्यमब्रवीत् ।
श्रृण्वन्तु मे परिषदो मन्त्रिण: श्रेणयस्तथा ॥ ॥२-१११-२४॥
Athotthāya jalaṃ spṛṣṭvā bharato vākyamabravīt । Śṛṇvantu me pariṣado mantriṇaḥ śreṇayastathā ॥ ॥2-111-24॥
Translation
Then, rising up and touching water, Bharata spoke these words: "Let the members of the assembly, the ministers, and the guilds (merchant associations) listen to me."

तदनन्तर (राम की आज्ञा पाकर) भरत ने उठकर, जल स्पर्श (आचमन) किया और कहा—"सभासद, मंत्रीगण और श्रेणियाँ (व्यापारी संघ) मेरी बात सुनें।"
English Commentary
Bharata complies with the ritual act of rising and purifying himself (jalaṃ spṛṣṭvā), but he immediately pivots to a legalistic defense. By addressing the Parishad (council), Mantrinah (ministers), and Shrenayah (guilds), Bharata is convening the equivalent of a state assembly. He wants his declaration to be recorded officially. He is about to make a radical proposal and wants to ensure that all pillars of the state witness his disavowal of the throne and his desperate attempt to substitute for Rama. It underscores that this is not just a family dispute but a constitutional crisis involving the entire state apparatus.

भरत राम की आज्ञा मानकर उठ तो जाते हैं, किन्तु उनका तर्क अभी समाप्त नहीं हुआ है। वे एक नई घोषणा करने से पहले सभी संवैधानिक अंगों को साक्षी बनाते हैं। यहाँ 'परिषदो' (सभासद), 'मन्त्रिण:' (मंत्री) और 'श्रेणय:' (व्यापारी वर्ग/महाजन) का उल्लेख रामायणकालीन राज्य व्यवस्था की जटिलता को दर्शाता है। भरत केवल राम से नहीं, अपितु राज्य की समस्त वैधानिक शक्तियों के समक्ष अपनी सफाई देना चाहते हैं। वे यह सुनिश्चित करना चाहते हैं कि इतिहास उन्हें राज्य के लोभी के रूप में न देखे। यह श्लोक भरत की सार्वजनिक छवि और उत्तरदायित्व के प्रति उनकी सचेतता को प्रकट करता है।
