He acknowledges that Rama, being the 'Soul of Dharma,' would not want to seize the kingdom if it meant causing civil war or chaos (vibhrama) within the realm, specifically because King Dasharatha’s judgment has become unstable (aneka agra - literally 'many pointed' or fickle).
