एतत् अर्थम् हि राज्यानि प्रशासति नर ईश्वराः ।
यद् एषाम् सर्व कृत्येषु मनो न प्रतिहन्यते ॥२-५२-२५॥
etat artham hi rājyāni praśāsati nara īśvarāḥ |
yad eṣām sarva kṛtyeṣu mano na pratihanyate ॥2-52-25॥
Translation
For this implies the sovereignty of kings ruling over kingdoms: that their will is not thwarted in any of their actions.
हिंदी अनुवाद
राजा लोग इसीलिए राज्यों पर शासन करते हैं कि उनके किसी भी कार्य में उनकी इच्छा या मन बाधित न हो (उनका आदेश सर्वोपरि रहे)।
English Commentary
Rama here elucidates a core principle of monarchy and sovereignty. He argues that the very essence of being a ruler ('nara īśvarāḥ') is that their will faces no obstruction ('na pratihanyate') in any matter. If a King's command can be vetoed by ministers or circumstances, his sovereignty is compromised. Rama explains to Sumantra that protecting Dasharatha’s status as King means ensuring his orders—even those stemming from Kaikeyi’s influence—are obeyed. Rama refuses to use his own popularity to undermine his father’s authority. He is essentially arguing against a constitutional check on the King in this context, to preserve the dignity and definition of Dasharatha’s rule during this crisis.

यहाँ राम 'राजधर्म' और संप्रभुता (Sovereignty) की परिभाषा दे रहे हैं। राजा होने का अर्थ ही यह है कि उसकी आज्ञा का उल्लंघन न हो। यदि राजा दशरथ कैकेयी को कुछ देना चाहें और मंत्री उसे रोक दें, तो दशरथ राजा नहीं रह जाएंगे। राम सुमन्त्र को समझा रहे हैं कि राजा की शक्ति उनके 'अमोघ आदेश' में निहित है। 'न प्रतिहन्यते' (वापस न लौटाया जाए/बाधित न हो) का भाव यह है कि राजा की इच्छा ही कानून है। राम, जो स्वयं प्रजा द्वारा चहेते हैं, प्रजातंत्र या बहुमत के बल पर राजा की सत्ता को चुनौती नहीं देना चाहते। वे राजशाही की गरिमा और पिता के अधिकार को सुरक्षित रखना चाहते हैं।
