न अरजके जन पदे सिद्ध अर्था व्यवहारिणः ।
कथाभिर् अनुरज्यन्ते कथा शीलाः कथा प्रियैः ॥ ॥२-६७-१६॥
Na arājake jana pade siddha arthā vyavahāriṇaḥ । Kathābhir anurajyante kathā śīlāḥ kathā priyaiḥ ॥ ॥2-67-16॥
Translation
In a kingless country, successful litigants (or traders) satisfied with their affairs do not entertain themselves with stories alongside story-loving friends.

अराजक देश में अपने कार्य में सफल हुए व्यापारी (या मुकदमे जीतने वाले लोग) कथा-प्रेमी मित्रों के साथ बैठकर कहानियों से अपना मनोरंजन नहीं कर पाते।
English Commentary
This verse depicts the loss of leisure and social trust. "Siddha artha vyavaharinah" refers to people who have successfully completed their business transactions or legal disputes. Normally, such satisfaction leads to relaxed socializing and storytelling with friends. However, in an Arājaka state, the peace of mind required for such leisure is absent. People are too anxious to sit around exchanging stories; the relaxed social fabric that defines a peaceful community is torn apart.

यह श्लोक सामाजिक विश्वास (Social Trust) और फुरसत (Leisure) के क्षणों के खोने की बात करता है। 'सिद्ध अर्था व्यवहारिणः' वे लोग हैं जिन्होंने अपना काम सफलतापूर्वक पूरा कर लिया है और अब वे शाम को विश्राम करना चाहते हैं। सामान्य समय में, लोग चौपालों पर बैठकर चर्चा करते हैं। लेकिन अराजकता में, हर व्यक्ति संशकित रहता है। कोई भी सार्वजनिक रूप से बैठकर गपशप करने या मन बहलाने का जोखिम नहीं उठाता। निश्चिंतता, जो राजा के शासन की देन है, समाप्त हो चुकी है।
