Srimad Valmiki Ramayana
न अराजके जनपदे शरान् सम्ततमस्यताम् ।
श्रूयते तलनिर्घोष इष्वस्त्राणामुपासने ॥ ॥२-६७-२१॥
Na arājake janapade śarān samtatamasyatām । Śrūyate talanirghoṣa iṣvastrāṇāmupāsane ॥ ॥2-67-21॥
Translation
In a kingless country, the twanging sound of bowstrings (palm-claps) produced by warriors practicing weaponry and shooting arrows continuously is not heard.

अराजक जनपद में अस्त्र-शस्त्र का अभ्यास करते हुए और लगातार बाण छोड़ते हुए वीरों के धनुष की डोरी की टंकार (तल-निर्घोष) नहीं सुनाई देती।
English Commentary
This verse indicates the decline in military readiness. The "Tala-nirghosha" refers to the sound made by the bowstring hitting the archer's leather arm-guard or palm—a sound of constant practice. In a functioning state, martial training is a daily discipline. Without a King to inspect, command, or inspire the army, soldiers lose motivation to practice ("Upasane"). The silence of the archery grounds suggests a demobilized and demoralized military, leaving the nation vulnerable to invasion.

यह श्लोक सैन्य प्रशिक्षण (Military Readiness) में गिरावट को दर्शाता है। एक सुरक्षित राज्य में सैनिक नियमित अभ्यास करते हैं। 'तलनिर्घोष' वह ध्वनि है जो धनुष की प्रत्यंचा हथेली या रक्षक-कवच (Godha) से टकराने पर होती है। राजा के न होने पर सेना का मनोबल गिर जाता है और अनुशासन टूट जाता है। जब कोई कमांडर-इन-चीफ (राजा) नहीं होता, तो सैनिक अभ्यास करना छोड़ देते हैं, जिससे राज्य बाहरी आक्रमणों के प्रति भी कमजोर हो जाता है।
