न अराजके जनपदे माल्यमोदकदक्षिणाः ।
देवताभ्यर्चनार्थय कल्प्यन्ते नियतैर्जनैः ॥२-६७-२७॥
na arājake janapade mālyamodakadakṣiṇāḥ |
devatābhyarcanārthaya kalpyante niyatairjanaiḥ ॥2-67-27॥
Translation
In a kingless land, garlands, sweetmeats, and sacrificial gifts are not prepared by steadfast devotees for the worship of the deities.
हिंदी अनुवाद
अराजक जनपद में व्रत-नियम का पालन करने वाले भक्तों द्वारा देवताओं के पूजन के लिए माला, मोदक (मिठाई) और दक्षिणा की व्यवस्था नहीं की जा सकती।
English Commentary
Religion acts as a binding force in society, but here the speakers argue that religious observance itself depends on the state's protection. The preparation of offerings like sweets and garlands requires economic stability and physical safety. If people are struggling for basic survival in a lawless state, complex rituals and festive worship cease. This verse warns Vasistha (a priest himself) that without a King, the very Dharma and rituals he presides over will vanish, leading to a spiritual downfall of the nation alongside the political one.

धर्म और राज्य का संबंध यहाँ स्पष्ट होता है। यद्यपि पूजा व्यक्तिगत कार्य है, परंतु सामूहिक उत्सव और मंदिरों का रखरखाव सामाजिक सुरक्षा पर निर्भर है। यदि अराजकता होगी, तो धार्मिक उत्सवों में विघ्न पड़ेगा। 'माल्य-मोदक-दक्षिणा' समृद्ध और हर्षित पूजा के प्रतीक हैं। राजा के बिना, लोग देवताओं को प्रसन्न करने के लिए आवश्यक सामग्री जुटाने या खुले तौर पर उत्सव मनाने में असमर्थ होते हैं। वक्ता यह संकेत दे रहे हैं कि राजा के न होने से देवताओं की कृपा भी राज्य से उठ जाएगी क्योंकि उनकी विधिवत पूजा नहीं हो पाएगी।
