Srimad Valmiki Ramayana
येहि सम्भिन्न मर्यादा नास्तिकाः चिन्न सम्शयाः ।
ते अपि भावाय कल्पन्ते राज दण्ड निपीडिताः ॥२-६७-३२॥
yehi sambhinna maryādā nāstikāḥ cinna samśayāḥ |
te api bhāvāya kalpante rāja daṇḍa nipīḍitāḥ ॥2-67-32॥
Translation
Even those atheists who violate boundaries and have severed all doubts (fears of karmic retribution) are made to conform to social existence only when oppressed by the King's punishment.
हिंदी अनुवाद
जो नास्तिक, मर्यादा तोड़ने वाले और परलोक के भय से रहित (संशयहीन) होते हैं, वे भी राजा के दंड से पीड़ित होकर ही सत्ता (व्यवस्था) के अनुकूल बनते हैं।
English Commentary
This verse addresses the enforcement of law upon the disorderly elements of society. It identifies "Nastikas" (here used contextually as nihilists or those who fear no divine retribution/karma) and rule-breakers. The argument is that while moral people might follow laws out of duty, the wicked only follow laws out of fear of Danda (Royal Punishment). Without a King to wield this rod of chastisement, these elements would dismantle social order. It reinforces the idea that the King performs a necessary coercive function to keep evil in check.

प्राचीन समाज में धर्म (नैतिकता) और दंड (कानून) दो नियंत्रक शक्तियां थीं। आस्तिक लोग पाप के भय से अपराध नहीं करते, किन्तु 'नास्तिक' (यहाँ अर्थ है जो वेद/परलोक/कर्मफल को नहीं मानते) केवल शारीरिक दंड से डरते हैं। यह श्लोक यथार्थवादी है; यह मानता है कि समाज में कुछ ऐसे तत्व होते हैं जो केवल शक्ति की भाषा समझते हैं। राजा का डंडा ही उन्हें मर्यादा में रखता है। यदि राजा नहीं होगा, तो ये अपराधी तत्व निडर होकर समाज को छिन्न-भिन्न कर देंगे।
