Srimad Valmiki Ramayana
जीवति अपि महा राजे तव एव वचनम् वयम् ।
न अतिक्रमामहे सर्वे वेलाम् प्राप्य इव सागरः ॥२-६७-३७॥
jīvati api mahā rāje tava eva vacanam vayam |
na atikramāmahe sarve velām prāpya iva sāgaraḥ ॥2-67-37॥
Translation
Even while the great King was alive, we never transgressed your word, just as the ocean never transgresses its shoreline.
हिंदी अनुवाद
महाराज (दशरथ) के जीवित रहते हुए भी हम सब आपके ही वचनों का उल्लंघन नहीं करते थे, जैसे समुद्र अपनी मर्यादा (तट) का उल्लंघन नहीं करता।
English Commentary
This verse establishes the hierarchy of power in the Ikshvaku court. While the King was the executive head, Sage Vasistha, as the Rajaguru (Royal Preceptor), held the supreme moral authority. The ministers affirm their absolute loyalty to Vasistha, using the classic simile of the ocean respecting its shore (Velam). By reminding Vasistha that they obeyed him even when Dasharatha was alive, they are formally empowering him to take charge of the crisis. It acts as a transfer of executive responsibility to the sage during this dangerous interregnum.
हिंदी टीका
यहाँ वशिष्ठ जी की सर्वोच्च सत्ता को स्वीकार किया जा रहा है। यद्यपि मंत्री राजा के अधीन होते हैं, किन्तु इक्ष्वाकु वंश में कुलगुरु (वशिष्ठ) का स्थान राजा से भी ऊपर था। 'वेलाम् प्राप्य इव सागरः' एक अत्यंत सुंदर और विख्यात उपमा है—जैसे उफनता हुआ समुद्र भी तट पर आकर रुक जाता है, वैसे ही शक्तिशाली मंत्री भी वशिष्ठ के आदेश पर रुक जाते हैं। यह कथन वशिष्ठ जी को निर्णय लेने के लिए अधिकार और आत्मविश्वास प्रदान करने के लिए है। मंत्री कह रहे हैं कि अब जब राजा नहीं हैं, तब तो हम पूरी तरह आपके ही अधीन हैं।
