न अराजके जन पदे विद्युन् माली महा स्वनः ।
अभिवर्षति पर्जन्यो महीम् दिव्येन वारिणा ॥ ॥२-६७-९॥
Na arājake jana pade vidyun mālī mahā svanaḥ । Abhivarṣati parjanyo mahīm divyena vāriṇā ॥ ॥2-67-9॥
Translation
"In a kingdom without a King, the rain-clouds, garlanded with lightning and roaring loudly, do not shower the earth with divine water."

जिस देश में राजा नहीं होता, वहाँ बिजलियों की माला पहनने वाले और जोर से गर्जना करने वाले बादल पृथ्वी पर दिव्य जल की वर्षा नहीं करते।
English Commentary
This begins the famous litany of the ills of an Arājaka state. It reflects the ancient belief in the metaphysical link between the King and the Cosmos. The King is seen as the medium through which divine blessings flow. In a kingless land, nature withdraws its bounty; "Parjanya" (the rain god/clouds) withholds rain, leading to drought. It suggests that political instability leads to environmental and agricultural collapse, as the moral order sustaining the world is broken.

यहाँ से 'अराजक जनपद' (राजा-विहीन देश) के दोषों का वर्णन शुरू होता है। प्राचीन मान्यता है कि राजा का धर्म और उसका अस्तित्व प्रकृति को भी संतुलित रखता है। यदि राजा नहीं है, तो वरुण और इंद्र जैसे देवता प्रसन्न नहीं होते। 'पर्जन्य' (बादल) वर्षा नहीं करते, जिससे अकाल पड़ता है। यह पारिस्थितिक और आध्यात्मिक संबंध को दर्शाता है कि राज्य की खुशहाली राजा के पुण्य पर निर्भर करती है। यह भय दिखाता है कि राजा के बिना प्रकृति भी शत्रु बन जाती है।
