Srimad Valmiki Ramayana
नराधिपकुले जाता महिषी त्वं महीपतेः ।
उग्रत्वं राजधर्माणां कथं देवि न बुध्यसे ॥ ॥२-७-२३॥
Narādhipakule jātā mahiṣī tvaṃ mahīpateḥ |
Ugratvaṃ rājadharmāṇāṃ kathaṃ devi na budhyase ॥2-7-23॥
Translation
"You were born in a family of kings and are the Queen Consort of a monarch. O Devi, how is it that you do not understand the ruthlessness of royal politics (Rajadharma)?"

"तुम राजाओं के कुल में जन्मी हो और एक महान राजा की पटरानी हो। हे देवी! फिर तुम राजधर्म की उग्रता (क्रूरता/कठोरता) को क्यों नहीं समझतीं?"
English Commentary
Manthara challenges Kaikeyi’s political acumen. By reminding Kaikeyi of her royal lineage and status as the chief queen ('Mahiṣī'), Manthara implies that Kaikeyi should know better. Here, 'Rajadharma' refers not to righteous duty, but to the cold, hard Realpolitik of succession and power retention. Manthara characterizes royal politics as 'Ugra' (fierce/ruthless), suggesting that innocence has no place in a palace. She is trying to wake Kaikeyi from her sentimental slumber to face the brutal reality of court intrigues.
