Srimad Valmiki Ramayana
भक्त्या विवदमानेषु मार्गमाश्रित्य पश्यतः ।
तस्य पापेन युज्येत यस्यार्योऽनुमते गतः ॥ ॥२-७५-५८॥
bhaktyā vivadamāneṣu mārgamāśritya paśyataḥ । tasya pāpena yujyeta yasyāryo’numate gataḥ ॥ ॥2-75-58॥
Translation
May he be united with the sin of one who, standing on the road, merely watches people disputing for the sake of devotion (or justice) without intervening, if Arya went forth with my consent.
हिंदी अनुवाद
जो (न्याय या भक्ति के लिए) परस्पर विवाद कर रहे पक्षों को रास्ते में खड़ा होकर (तटस्थ भाव से या मजे लेते हुए) केवल देखता रहता है (उनका समाधान नहीं करता या पक्ष नहीं लेता), उसके पाप से वह युक्त हो, जिसकी सहमति से आर्य वन को गये हैं।
English Commentary
This is a subtle oath about civic responsibility and moral courage. The scenario describes a bystander who watches a dispute involving legitimate claims or devotion (bhakti) but refuses to get involved or help mediate. In the code of chivalry and Dharma, indifference to the struggles of others for truth is a moral failing. Bharata implies that passivity in the face of conflict is sinful. By invoking this, he claims that he is not a passive observer or a hidden manipulator, but someone who would actively uphold justice. He equates the conspiracy to the sin of moral apathy.

यह श्लोक एक जिम्मेदार नागरिक और क्षत्रिय के कर्तव्य की ओर संकेत करता है। यदि दो पक्ष किसी धार्मिक या न्यायपूर्ण बात के लिए विवाद कर रहे हैं ('भक्त्या विवदामानेषु'), तो एक समर्थ व्यक्ति का कर्तव्य है कि वह हस्तक्षेप करके सत्य का साथ दे या समझौता कराए। केवल तमाशबीन बनकर खड़े रहना ('पश्यतः') कायरता और कर्तव्य-च्युति है। भरत कह रहे हैं कि यदि वे दोषी हैं, तो वे समाज के प्रति अपनी जिम्मेदारी से विमुख होने वाले व्यक्ति का पाप प्राप्त करें। यह दिखाता है कि अन्याय को चुपचाप देखना भी पाप है।
