उद्वेजयति लोकान् त्रीन् उच्छ्रितान् द्वेष्टि दुर्मतिः ।
शक्रम् त्रिदश राजानम् प्रधर्षयितुम् इच्छति ॥ ॥१-१५-८॥
Udvejayati lokān trīn ucchritān dveṣṭi durmatiḥ |
Śakram tridaśa rājānam pradharṣayitum icchati ॥1-15-8॥
Translation
"That evil-minded one terrorizes the three worlds and hates anyone who is elevated. He even wishes to assault Indra, the King of the gods."

"वह दुष्ट बुद्धि वाला (रावण) तीनों लोकों को आतंकित करता है और जो भी उन्नत है उनसे द्वेष करता है। वह देवताओं के राजा इंद्र (शक्र) को भी अपमानित करने की इच्छा रखता है।"
English Commentary
The Devas describe Ravana's psychological profile: he is durmatiḥ (evil-minded) and acts out of jealousy toward anyone who holds a high position (ucchritān). His tyranny is universal, affecting all three worlds. His hubris is so great that he targets the very pinnacle of celestial hierarchy, King Indra (Śakram). This escalation signifies that Ravana is no longer just a nuisance but an existential threat to the cosmic government, necessitating a divine intervention beyond the capacity of the current gods.

यहाँ रावण के अपराधों की सूची दी गई है। वह 'दुर्मतिः' (दुष्ट बुद्धि वाला) है। उसका स्वभाव है 'उच्छ्रितान् द्वेष्टि'—अर्थात जो भी ऊँचा या प्रतिष्ठित है, उससे ईर्ष्या करना। वह न केवल पृथ्वी को, बल्कि 'लोकान् त्रीन्' (तीनों लोकों: स्वर्ग, मर्त्य, पाताल) को पीड़ा देता है। उसका दुस्साहस इतना बढ़ गया है कि वह देवराज इंद्र ('शक्र') को भी 'प्रधर्षयितुम्' (कुचलने/अपमानित करने) का प्रयास करता है। जब अत्याचार सर्वोच्च सत्ता (इंद्र) को चुनौती देने लगे, तब अवतार का समय निकट आ जाता है।
