ततो नारायणो देवो विषुणुः नियुक्तः सुर सत्तमैः ।
जानन् अपि सुरान् एवम् श्लक्ष्णम् वचनम् अब्रवीत् ॥ ॥१-१६-१॥
Tato Nārāyaṇo devo Viṣuṇuḥ niyuktaḥ sura sattamaiḥ । Jānan api surān evam ślakṣṇam vacanam abravīt ॥ ॥1-16-1॥
Translation
Then, being thus appointed (to the task) by the foremost of gods, Lord Narayana Vishnu, even though knowing everything, spoke these sweet words to the gods.

तदनंतर, श्रेष्ठ देवताओं द्वारा इस प्रकार (कार्य में) नियुक्त किए जाने पर, भगवान नारायण विष्णु ने, सब कुछ जानते हुए भी (जानन् अपि), देवताओं से ये मधुर वचन कहे।
English Commentary
This marks the beginning of a new Sarga. The phrase jānan api (even though knowing) is crucial. Being omniscient, Vishnu knows exactly how to kill Ravana, yet He acts ignorant. This is Lila (divine play). He engages the Devas in the planning process to validate their role and to formally set the ground rules for the incarnation. His speech is ślakṣṇam (smooth/sweet), indicating his benevolence towards the anxious gods.

यहाँ से सर्ग 16 (नया अध्याय) आरम्भ होता है। महत्वपूर्ण वाक्यांश 'जानन् अपि' (जानते हुए भी) है। विष्णु सर्वज्ञ हैं, उन्हें पता है कि रावण कैसे मरेगा, फिर भी वे पूछते हैं। यह उनकी 'लीला' है—वे देवताओं को योजना का हिस्सा महसूस कराना चाहते हैं और मानवीय सीमाओं का सम्मान करते हुए तर्कसंगत संवाद कर रहे हैं। उनका स्वर 'श्लक्ष्णम्' (मधुर/कोमल) है, जो उनकी करुणा को दर्शाता है।
