उपायः को वधे तस्य राक्ष्साधिपतेः सुराः ।
यम् अहम् तम् समास्थाय निहन्याम् ऋषि कण्टकम् ॥ ॥१-१६-२॥
Upāyaḥ ko vadhe tasya rākṣasādhipateḥ surāḥ । Yam aham tam samāsthāya nihanyām ṛṣi kaṇṭakam ॥ ॥1-16-2॥
Translation
"O Gods! What is the means to kill that Lord of Rakshasas? Adopting which method should I slay that thorn of the sages?"
हिंदी अनुवाद
"हे देवताओं! उस राक्षसों के राजा के वध का क्या उपाय है? जिस उपाय का आश्रय लेकर मैं उस ऋषियों के लिए काँटा बने (रावण) का वध कर सकूँ?"
English Commentary
Vishnu asks for the Upāya (means/strategy). This serves to bring the specific details of Ravana’s boon into the open conversation. Ravana had secured a complex boon from Brahma. Vishnu, respecting the cosmic laws and the boon given by Brahma, asks the Devas to identify the legal and strategic gap (loophole) through which He can intervene without violating the sanctity of the boon.

भगवान प्रश्न पूछते हैं कि 'उपाय' क्या है। यह प्रश्न रावण के वरदान की तकनीकी बारीकियों (Technicalities) को सामने लाने के लिए है। रावण ने ब्रह्मा से बहुत विशिष्ट वरदान माँगा था। विष्णु चाहते हैं कि देवता स्वयं उस 'लूपहोल' (कमी) को बताएं जिससे रावण का अंत निश्चित है। यह एक रणनीतिक प्रश्न है।
