सत्य संधस्य वीरस्य सर्वेषाम् नो हितैषिणः ।
विष्णोः सहायान् बलिनः सृजध्वम् काम रूपिणः ॥ ॥१-१७-२॥
satya saṃdhasya vīrasya sarveṣām no hitaiṣiṇaḥ |
viṣṇoḥ sahāyān balinaḥ sṛjadhvam kāma rūpiṇaḥ ॥1-17-2॥
Translation
"Create powerful assistants capable of changing their form at will, to help the heroic Vishnu, who is true to his promise and wishes the best for us all."

"सत्य-प्रतिज्ञ, वीर और हम सभी का हित चाहने वाले भगवान विष्णु की सहायता के लिए, तुम लोग अपनी-अपनी शक्तियों से ऐसे बलवान सहायकों (वानरों) को उत्पन्न करो जो अपनी इच्छानुसार रूप बदलने में समर्थ हों (कामरूपी)।"
English Commentary
Brahma commands the creation of the supporting cast for the divine drama. He characterizes Vishnu as Satya Sandha (bound to truth) and a well-wisher of the gods, justifying why the gods must reciprocate the service. The instruction is specific: create beings who are Balina (powerful) and Kama Rupina (shape-shifters/capable of changing form at will). These attributes are essential for the guerilla warfare required to defeat Ravana's forces. This command leads to the birth of the Vanara race, blending divine essence with animalistic strength and agility.

ब्रह्मा जी देवताओं को आदेश देते हैं कि वे विष्णु की सहायता के लिए पृथ्वी पर अवतार लें। विष्णु के विशेषण दिए गए हैं: 'सत्य संधस्य' (सत्य प्रतिज्ञा वाले) और 'नो हितैषिणः' (हमारा भला चाहने वाले)। चूँकि विष्णु देवताओं के कल्याण के लिए मनुष्य बन रहे हैं, देवताओं का कर्तव्य है कि वे उनके सहायक बनें। ब्रह्मा निर्देश देते हैं कि ये सहायक 'कामरूपी' (इच्छानुसार रूप धरने वाले) और 'बलिनः' (अत्यंत बलशाली) होने चाहिए। यहीं से हनुमान, सुग्रीव, बाली और अन्य वानर वीरों के जन्म की आज्ञा मिलती है।
