Srimad Valmiki Ramayana
तानि च अस्त्राणि वेत्ति एष यथावत् कुशिक आत्मजः ।
अपूर्वाणाम् च जनने शक्तो भूयः च धर्मवित् ॥ ॥१-२१-१८॥
Tāni ca astrāṇi vetti eṣa yathāvat kuśika ātmajaḥ । Apūrvāṇām ca janane śakto bhūyaḥ ca dharmavit ॥ ॥1-21-18॥
Translation
The son of Kushika (Vishwamitra) knows these weapons perfectly. Furthermore, he is a knower of righteousness (Dharma) and is even capable of creating entirely new weapons.

कुशिकनंदन (विश्वामित्र) इन सभी अस्त्रों को भली-भांति जानते हैं। इतना ही नहीं, वे धर्म के ज्ञाता हैं और सर्वथा नए अस्त्रों का सृजन (निर्माण) करने में भी समर्थ हैं।
English Commentary
Vasistha highlights the dual mastery of Sage Vishwamitra: complete knowledge of existing divine weaponry and the creative potency to invent new ones (apūrvāṇām janane). This capability to generate new divine missiles places Vishwamitra in a league of his own, distinct from warriors who merely learn to use weapons. By adding the epithet Dharmavit (knower of Dharma), Vasistha assures the King that this immense power is governed by supreme righteousness. It suggests that Rama will not only receive traditional knowledge but will also learn the art of spiritual invention under a master who perfectly balances power and ethics.

यह श्लोक विश्वामित्र की दो महान क्षमताओं को रेखांकित करता है: उनकी विद्वता और उनकी सर्जनात्मक शक्ति। वशिष्ठ जी कहते हैं कि विश्वामित्र केवल पुराने अस्त्रों के रक्षक नहीं हैं, बल्कि वे 'अपूर्वाणाम् जनने शक्तो' हैं—अर्थात् वे ऐसे नए अस्त्रों का निर्माण कर सकते हैं जो पहले कभी अस्तित्व में नहीं थे। यह उन्हें एक सामान्य ऋषि से ऊपर उठाकर एक 'सृष्टा' के स्तर पर ले जाता है। साथ ही, उन्हें 'धर्मवित्' (धर्म का ज्ञाता) कहकर वशिष्ठ जी दशरथ को आश्वस्त करते हैं कि इतनी शक्ति होने के बावजूद, विश्वामित्र इसका दुरुपयोग कभी नहीं करेंगे, क्योंकि वे धर्म के मर्म को जानते हैं।
