ये च एनम् अभिवर्तन्ते याचितार इतः ततः ।
यत् च यत्र यथावत् च सर्वम् तेभ्यः प्रयच्छति ॥१-२९-८॥
ye ca enam abhivartante yācitāra itaḥ tataḥ । yat ca yatra yathāvat ca sarvam tebhyaḥ prayacchati ॥ ॥1-29-8॥
Translation
"And whoever approaches him as a supplicant from anywhere, whatever they ask for, and wherever, he gives it all to them exactly as requested."

"जो भी याचक यहाँ-वहाँ से उसके पास आते हैं, वे जहाँ भी और जो कुछ भी मांगते हैं, वह (बलि) उन्हें सब कुछ विधिवत देता है।"
English Commentary
This verse highlights Bali's supreme virtue: charity. Despite being an Asura, he is a strictly ethical Yajamana who refuses no request. The gods describe his nature: he gives sarvam (everything) yathāvat (exactly as asked/duly). This is strategic intelligence provided to Vishnu. The gods are suggesting that since Bali cannot be defeated in battle due to his virtue, he must be approached as a supplicant where his own adherence to Dharma (charity) can be used to subdue him.

यहाँ बलि के चरित्र का सबसे उज्ज्वल पक्ष उजागर किया गया है—उसकी दानवीरता। शत्रु होने के बावजूद, देवता यह स्वीकार करते हैं कि बलि एक महान दाता है। 'सर्वम् तेभ्यः प्रयच्छति' (वह उन्हें सब दे देता है) ही उसकी शक्ति है और यही उसका 'Weak point' (कमज़ोरी) भी बनेगा। देवता विष्णु को यह बता रहे हैं कि बलि को युद्ध में नहीं, बल्कि उसकी उदारता का लाभ उठाकर जीता जा सकता है।
