तप्यमाने तदा देवे स इन्द्राः स अग्नि पुरोगमाः ।
सेनापतिम् अभीप्सन्तः पितामहम् उपागमन् ॥१-३७-१॥
tapyamāne tadā deve sa indrāḥ sa agni purogamāḥ |
senāpatim abhīpsantaḥ pitāmaham upāgaman ॥1-37-1॥
Translation
While the God (Shiva) was performing penance, the gods, with Indra and Agni at their head, approached Grandfather (Brahma), desiring a Commander-in-Chief.

जब देव (शिव) तपस्या कर रहे थे, तब इंद्र और अग्नि को आगे करके सभी देवता, एक सेनापति की इच्छा रखते हुए पितामह (ब्रह्मा) के पास गए।
English Commentary
Sarga 37 begins by setting the geopolitical context of the celestial realm. With Shiva unavailable due to his return to asceticism, a power vacuum exists. The gods are in desperate need of a "Senapatim" (General/Commander) to lead them against demonic forces. Led by Indra (the King) and Agni (the carrier of the potent seed), they approach "Pitamaha" (The Grandfather/Creator Brahma). Agni's prominence here is vital because he physically carries the potential commander (Shiva's energy) within him, and they need Brahma's counsel on how to bring this to fruition.

३७वें सर्ग का प्रारंभ देवताओं की रणनीतिक आवश्यकता से होता है। शिव तपस्या में चले गए हैं ('तप्यमाने तदा देवे'), अतः वे उपलब्ध नहीं हैं। देवताओं को असुरों (तारकासुर आदि) से युद्ध के लिए एक नेतृत्वकर्ता की आवश्यकता है, इसलिए वे 'सेनापतिम् अभीप्सन्तः' (सेनापति की चाह रखते हुए) ब्रह्मा जी के पास जाते हैं। यहाँ इंद्र और अग्नि का विशेष उल्लेख है—इंद्र राजा हैं और अग्नि के पास शिव का तेज है। वे ब्रह्मा जी के पास समाधान और मार्गदर्शन के लिए जाते हैं क्योंकि शिव-तेज से उत्पन्न होने वाले बालक का प्रबंधन ब्रह्मा ही कर सकते हैं।
