येनेन सेनापतिः देव दत्तो भगवता पुरा ।
स तपः परम् आस्थाय तप्यते स्म सह उमया ॥ ॥१-३७-३॥
yena senāpatiḥ deva datto bhagavatā purā । sa tapaḥ param āsthāya tapyate sma saha umayā ॥ ॥1-37-3॥
Translation
O Deva, Lord Shiva, who had previously assured to give us a commander of the army, is currently engaged in supreme austerity along with Goddess Uma.

हे देव! जिन्होंने पहले हमें सेनापति देने का आश्वासन दिया था, वे भगवान शिव इस समय देवी उमा के साथ परम तपस्या में लीन हैं।
English Commentary
Here, Vishwamitra explains the background of Kartikeya's birth to Sri Rama. The Devas are expressing their concerns to Lord Brahma. They state that Lord Shiva, from whom they expected a powerful army commander (Kartikeya), is currently absorbed in austerity and union with Goddess Uma (Parvati). This verse describes the situation where the Devas desperately needed leadership to defeat Tarakasura, and all their hopes rested on Shiva. The union of Uma and Maheswara is essential for the origin of Skanda, but the Devas feel uncertain in the present moment about how their objective will be fulfilled given Shiva's engagement in tapas.
