प्रक्षिप्य प्रहसन् नित्यम् मज्जतस् तान् निरीक्ष्य वै ।
एवम् पाप समाचारः सज्जन प्रतिबाधकः ॥ ॥१-३८-२१॥
prakṣipya prahasan nityam majjatas tān nirīkṣya vai । evam pāpa samācāraḥ sajjana pratibādhakaḥ ॥ ॥1-38-21॥
Translation
Throwing them (into the water) and laughing continuously while watching them drown—thus, he was of sinful conduct and an obstacle to good people.
हिंदी अनुवाद
वह (असमंज) बालकों को (नदी में) फेंककर, उन्हें डूबते हुए देखकर नित्य हंसता था। इस प्रकार वह पापाचारी और सज्जनों को कष्ट देने वाला था।
English Commentary
This verse depicts the depth of Asamanja’s depravity. His crime was not just murder, but the sadistic pleasure he derived from it, indicated by 'prahasan' (laughing) while watching the children drown. This behavior is the antithesis of the Kshatriya dharma, which dictates protection of the weak. By describing him as 'sajjana pratibadhakah' (an obstacle/oppressor to good people), the text justifies the severe punishment that follows. The use of 'nityam' (daily/constantly) emphasizes that this was a habitual reign of terror, leaving King Sagara with no choice but to prioritize his duty as a king over his love as a father.

यह श्लोक असमंज की क्रूरता की पराकाष्ठा का वर्णन करता है। केवल हत्या करना ही उसका पाप नहीं था, बल्कि 'प्रहसन्' (हंसते हुए) डूबते बालकों को देखना उसकी विकृत मानसिकता (sadism) को दर्शाता है। एक क्षत्रिय का धर्म रक्षा करना है, किन्तु वह 'सज्जन प्रतिबाधकः' (सज्जनों के लिए बाधा) बन गया था। उसका यह आचरण न केवल अधार्मिक था, बल्कि राजा सगर की प्रजा के प्रति जिम्मेदारी पर सीधा प्रहार था। 'नित्यम्' शब्द बताता है कि यह कोई एक बार की घटना नहीं थी, बल्कि उसका रोज का व्यवहार बन गया था, जिसने सगर को कठोर निर्णय लेने पर विवश किया।
