अथ संवत्सरे पूर्णे सर्व लोक नमस्कृतः ।
उमापतिः पशुपती राजानम् इदम् अब्रवीत् ॥ ॥१-४३-२॥
atha samvatsare pūrṇe sarva loka namaskṛtaḥ । umāpatiḥ paśupatī rājānam idam abravīt ॥ ॥1-43-2॥
Translation
Then, upon the completion of the year, the Lord of Uma and Lord of all beings (Pashupati), who is worshipped by all worlds, spoke thus to the King.

तदनंतर एक वर्ष पूर्ण होने पर, समस्त लोकों द्वारा वन्दित, उमापति और पशुपति (भगवान शिव) ने राजा से यह वचन कहा।
English Commentary
The choice of epithets for Shiva is significant. Umapati (Husband of Uma/Parvati) is relevant because Ganga is Parvati's elder sister; thus, Shiva is affectionately agreeing to hold his sister-in-law. Pashupati (Lord of all creatures/souls) signifies his role as the protector of all life, validating his intervention for the welfare of the ancestors. That the one "worshipped by all worlds" (sarva loka namaskritah) responds to a mortal king underscores the power of Bhagiratha's penance.

यहाँ शिव के लिए दो विशेषणों का प्रयोग अत्यंत सार्थक है—'उमापति' और 'पशुपति'। गंगा, पर्वतराज हिमालय की पुत्री हैं और उमा (पार्वती) की बड़ी बहन हैं; अतः 'उमापति' के रूप में शिव गंगा के बहनोई हैं, जिससे एक पारिवारिक संबंध का संकेत मिलता है। 'पशुपति' का अर्थ है जीवों (पशु) के स्वामी, जो यह दर्शाता है कि वे सभी प्राणियों के कल्याण के लिए चिंतित हैं। 'सर्व लोक नमस्कृतः' यह स्पष्ट करता है कि जिसे सारा संसार नमन करता है, वह महादेव एक राजा के तप से प्रसन्न होकर स्वयं प्रकट हुए हैं।
