Srimad Valmiki Ramayana
भगीरथः तु राजर्षिः कृत्वा सलिलम् उत्तमम् ।
यथाक्रमम् यथान्यायम् सागराणाम् महायशाः ॥१-४४-१७॥
bhagīrathaḥ tu rājarṣiḥ kṛtvā salilam uttamam |
yathākramam yathānyāyam sāgarāṇām mahāyaśāḥ ॥1-44-17॥
Translation
The highly illustrious Royal Sage Bhagiratha too performed the excellent water rites for the sons of Sagara, in proper sequence and according to the scriptures.

महायशस्वी राजर्षि भगीरथ ने भी सगर के पुत्रों के लिए विधि-विधान और क्रम के अनुसार उत्तम जल-तर्पण (सलिल क्रिया) संपन्न किया।
English Commentary
Bhagiratha is described here as a Rajarshi (Royal Sage), a title earned through his severe austerities, elevating him above ordinary kings. He performs the rites for the 'Sagaras' (sons of Sagara). Key terms here are yathakramam (in due order) and yathanyayam (according to the rules/justice). This indicates that despite the magnitude of the event, Bhagiratha adhered strictly to protocol and scriptural injunctions. He did not bypass ritual propriety. The 'excellent water' (salilam uttamam) refers to the Ganga water. This verse illustrates the importance of combining devotion with correct ritual procedure (Vidhi). It confirms the liberation of the ancestors, as the rites were performed flawlessly by a worthy descendant.

इस श्लोक में भगीरथ को 'राजर्षि' (राजा होते हुए भी ऋषि तुल्य) कहा गया है, जो उनकी तपस्या और त्याग के कारण उपयुक्त है। उन्होंने ब्रह्मा जी की आज्ञा का पालन करते हुए 'यथान्यायम्' (शास्त्र विधि के अनुसार) और 'यथाक्रमम्' (उचित मर्यादा और क्रम से) तर्पण किया। 'उत्तमम् सलिलम्' का अर्थ है गंगा का वह पवित्र जल जो अब सुलभ था। यह श्लोक कर्मकांडीय अनुशासन (Ritual discipline) पर जोर देता है। भावुकता में भी विधि का पालन आवश्यक है। भगीरथ ने हड़बड़ी नहीं की, अपितु एक-एक पूर्वज के लिए शास्त्रोक्त विधि से तर्पण किया, जिससे उनकी आत्माओं को शांति मिले। यह भगीरथ के चरित्र की धैर्यता और धर्म-परायणता का अंतिम प्रमाण है।
