Srimad Valmiki Ramayana
कारणैः बहुभी राजन् न दास्ये शबलाम् तव ।
वसिष्ठेन एवम् उक्तः तु विश्वामित्रो अब्रवीत् तदा ॥१-५३-१६॥
Kāraṇaiḥ bahubhī rājan na dāsye śabalām tava |
Vasiṣṭhena evam uktaḥ tu viśvāmitro abravīt tadā ॥1-53-16॥
Translation
"For these many reasons, O King, I will not give Shabala to you." When Vashistha spoke thus (refusing the request), Vishvamitra then spoke (further).

"हे राजन्! इन अनेक कारणों से मैं अपनी शबला आपको नहीं दूंगा।" वसिष्ठ जी के द्वारा इस प्रकार (मना) किए जाने पर, विश्वामित्र ने तब (क्रोध और आग्रह के साथ) कहा।
English Commentary
Vashistha concludes his defense with a final refusal: Na dāsye (I will not give). He has provided rational, spiritual, and emotional reasons (Kāraṇaiḥ bahubhī). However, power often refuses to accept reason. Vishvamitra ignores the justification and focuses only on the refusal. The text says Vishvamitra spoke tadā (then), implying an immediate counter-offer, refusing to back down. This persistence marks the beginning of his aggression.

वसिष्ठ जी ने अपनी बात समाप्त कर दी—"न दास्ये" (मैं नहीं दूंगा)। यह अंतिम निर्णय है। सामान्यतः, ऋषि का निर्णय पत्थर की लकीर होता है। लेकिन विश्वामित्र एक जिद्दी राजा हैं। वे "न" सुनने के आदि नहीं हैं। वसिष्ठ के तर्क (धर्म, यज्ञ, जीवन) विश्वामित्र के लोभ (रत्न, अधिकार) के सामने व्यर्थ हो जाते हैं। यह श्लोक संवाद (Dialogue) से विवाद (Dispute) की ओर संक्रमण (transition) है। विश्वामित्र अब कूटनीति छोड़ अपनी बोली (bid) बढ़ाएंगे।
