भूय एव असृजत् घोरान् शकान् यवन मिश्रितान् ।
तैः आसीत् संवृता भूमिः शकैः यवन मिश्रितैः ॥१-५४-२१॥
bhūya eva asṛjat ghorān śakān yavana miśritān |
taiḥ āsīt saṃvṛtā bhūmiḥ śakaiḥ yavana miśritaiḥ ॥1-54-21॥
Translation
Again, she created terrible Shakas mixed with Yavanas. The earth was covered by those Shakas mixed with Yavanas.
हिंदी अनुवाद
(शबला ने) पुनः अत्यंत भयानक शकों और यवनों की मिश्रित सेना उत्पन्न की। शकों और यवनों से मिली-जुली उस सेना से पूरी पृथ्वी भर गई (ढक गई)।
English Commentary
Shabala escalates the conflict. Undeterred by the loss of the Pahlavas, she creates a second, more terrifying wave consisting of Shakas and Yavanas. The use of the word ghorān (terrible/fierce) implies these warriors are more ruthless or formidable than the previous ones. The imagery of the earth being covered (saṃvṛtā bhūmiḥ) suggests an overwhelming swarm tactic. This verse reinforces the idea that the Cow's resources are inexhaustible. While the King has limited weapons and stamina, the Brahma-power backing the Cow can generate endless waves of defenders.

पह्लवों के विनाश के बाद, शबला 'भूय एव' (फिर से) सृजन करती है। इस बार वह और अधिक 'घोरान्' (भयानक/उग्र) योद्धाओं—शकों और यवनों—को उत्पन्न करती है। ऐतिहासिक दृष्टि से, शक (Scythians) और यवन (Ionians/Greeks) विदेशी जातियाँ थीं, जिन्हें यहाँ कामधेनु से उत्पन्न बताया गया है। 'संवृता भूमिः' (भूमि ढक गई) का प्रयोग उनकी विशाल संख्या को दर्शाता है। यह एक प्रकार का 'टिड्डी दल' जैसा आक्रमण है जो राजा को चारों ओर से घेर लेता है। यहाँ शबला की शक्ति का विस्तार हो रहा है; वह केवल एक प्रकार के नहीं, बल्कि मिश्रित (सयुक्त) सैन्य बलों का निर्माण कर रही है।
