Srimad Valmiki Ramayana
अनेन तपसा त्वाम् हि राज ऋषिर् इति विद्महे ।
एवम् उक्त्वा महातेजा जगाम सह दैवतैः ॥ ॥१-५८-६॥
Anena tapasā tvām hi rāja ṛṣir iti vidmahe |
Evam uktvā mahātejā jagāma saha daivataiḥ ॥1-58-6॥
Translation
"Through this austerity, we know you as a King-Sage." Having spoken thus, the greatly effulgent one (Brahma) departed with the deities.

"हम तुम्हें इस तपस्या के बल पर ही राजर्षि के रूप में जानते हैं।" ऐसा कहकर वे महातेजस्वी (ब्रह्मा) देवताओं के साथ चले गए।
English Commentary
Brahma's explicit confirmation that they recognize him only as a Rāja Ṛṣi due to this level of penance highlights the difficulty of overcoming one's inherent nature (Varṇa). The departure of Brahma and the deities leaves Vishwamitra to internalize the failure. This moment is key to understanding his character: he is not satisfied with high honor; he demands the highest, the Brahmarṣi title, which only Vashistha possesses. The incompleteness of his success makes him sensitive to any challenge to the power of Tapas (penance) and prepares him to challenge cosmic authority.
