न शेकुः ग्रहणे तस्य धनुषः तोलने अपि वा ।
तेषाम् वीर्यवताम् वीर्यम् अल्पम् ज्ञात्वा महामुने ॥ ॥१-६६-१९॥

हिंदी अनुवाद
हे महामुनि! वे (राजा) उस धनुष को पकड़ने या उठाने (तोलने) में भी समर्थ नहीं हो सके। उन कथित बलवानों के बल को बहुत थोड़ा (अल्प) जानकर (मैंने सीता का विवाह नहीं किया)।
English Commentary
This verse describes the abject failure of the assembled kings. The verbs used are specific: they could not grasp (grahane) or even lift/weigh (tolane) the bow. It wasn't a near-miss; it was a complete inability to manipulate the divine object. Janaka notes this with a touch of disdain, realizing their vaunted power was alpam (meager/insignificant) in the face of the divine. This confirms that the "Virya Shulka" was not paid. It validates Janaka's hesitation to marry off Sita to any ordinary ruler, as none possessed the requisite strength or divine sanction.

यहाँ राजाओं की विफलता का स्पष्ट वर्णन है। वे धनुष पर प्रत्यंचा चढ़ाना तो दूर, उसे ठीक से पकड़ने ('ग्रहणे') या हिलाने ('तोलने') में भी असमर्थ रहे। 'तोलने' का अर्थ है उसका वजन संभालना या उसे जमीन से ऊपर उठाना। जनक कहते हैं कि वे राजा नाम के तो 'वीर्यवान' थे, लेकिन शिव धनुष के सामने उनका बल 'अल्प' (तुच्छ) सिद्ध हुआ। यह श्लोक केवल शारीरिक बल की कमी नहीं, बल्कि राजाओं की आध्यात्मिक पात्रता की कमी को भी दर्शाता है। शिव धनुष केवल बाहुबल से नहीं उठता, उसके लिए दैवीय कृपा और शुद्ध अंतःकरण भी आवश्यक है।
