English Commentary
This verse sets the stage for a cosmic confrontation orchestrated by Brahma. The gods harbored a curiosity to distinguish between the "bala" (strength) and "abala" (weakness/limitations) of the two supreme deities, Shiva (referred to as Shitikantha, the blue-throated one) and Vishnu. Brahma, sensing this collective intent, decided to facilitate a scenario where this comparison could take place. Parashurama narrates this to explain the pedigree of the weapons. It frames the upcoming conflict not as a petty fight, but as a resolution to an ancient celestial question about the hierarchy of power.

यहाँ एक प्राचीन दैवीय लीला का वर्णन शुरू होता है। देवता यह जानना चाहते थे कि शिव और विष्णु में से अधिक शक्तिशाली कौन है। ब्रह्मा जी, जो सृष्टि के रचयिता हैं, ने देवताओं की इस जिज्ञासा को भांप लिया। 'शितिकण्ठ' (नीलकंठ/शिव) और विष्णु, दोनों ही सर्वोच्च शक्तियां हैं। उनकी तुलना साधारणतः संभव नहीं है, इसलिए ब्रह्मा जी ने हस्तक्षेप करके एक ऐसी परिस्थिति का निर्माण किया जहाँ इनका शक्ति परीक्षण हो सके। यह प्रसंग परशुराम द्वारा राम को यह समझाने के लिए है कि दोनों धनुषों (शैव और वैष्णव) का इतिहास कितना गहरा और द्वन्द्वात्मक रहा है।
