स निश्चिताम् मतिम् कृत्वा यष्टव्यम् इति बुद्धिमान् ।
मंत्रिभिः सह धर्मात्मा सर्वैः अपि कृत आत्मभिः ॥१-८-३॥
sa niścitām matim kṛtvā yaṣṭavyam iti buddhimān mantribhiḥ saha dharmātmā sarvaiḥ api kṛta ātmabhiḥ ॥1-8-3॥
Translation
That intelligent and righteous king, having made a firm decision in his mind, thinking, "The sacrifice must be performed," then met with all his self-controlled (and purified) ministers.

वह बुद्धिमान ऐसा राजा, जिसने मन में निश्चित विचार कर लिया, यह सोचते हुए कि इसका यज्ञ अवश्य किया जाना चाहिए, फिर अपने सभी आत्मनियंत्रित मंत्रियों के साथ मिले।
English Commentary
This verse highlights three important characteristics of King Dasharatha's leadership: Decisiveness, Intelligence, and Adherence to Dharma. Dasharatha's decision is not just a passing thought but a firm resolution, displaying his decisive nature. Once he recognizes the need for a sacrifice, he immediately consults his ministers, which exemplifies his respect for Raja Dharma. Furthermore, the praise for the ministers illustrates their moral integrity, suggesting that their competence is matched by character. This transition from internal thought to external action reinforces that Dasharatha will proceed in a Dharma-sanctioned manner.
