ततः तु निनदम् घोरम् कृत्वा युद्धाय च आह्वयत् ।
परिवारैः परिवृतो नादैर् भिन्दन् इव अंबरम् ॥ ॥४-१४-३॥
tataḥ tu ninadam ghoram kṛtvā yuddhāya ca āhvayat । parivāraiḥ parivṛto nādair bhindan iva ambaram ॥ ॥4-14-3॥
Translation
Then, surrounded by his companions, he let out a terrifying roar that seemed to pierce the sky, challenging (Vali) to battle.

तदनन्तर, अपने साथियों (राम, लक्ष्मण आदि) से घिरे हुए सुग्रीव ने आकाश को भेदने वाली गर्जना करते हुए (वालि को) युद्ध के लिए ललकारा।
English Commentary
The duel is initiated with a sonic boom. Sugriva's 'ghoram ninadam' (terrible roar) serves as the formal challenge. The hyperbole 'bhindan iva ambaram' (as if splitting the sky) emphasizes the volume and ferocity of his call, signaling his newfound confidence. Being 'parivāraiḥ parivṛto' (surrounded by supporters) is the key differentiator from his previous defeat. Knowing Rama is watching gives him the courage to project a voice that threatens the very atmosphere, demanding Vali's presence on the battlefield.
