त्वम् तु संक्लिष्ट धर्मः च कर्मणा च विगर्हितः ।
काम तंत्र प्रधानः च न स्थितो राज वर्त्मनि ॥४-१८-१२॥
tvam tu saṃkliṣṭa dharmaḥ ca karmaṇā ca vigarhitaḥ |
kāma taṃtra pradhānaḥ ca na sthito rāja vartmani ॥4-18-12॥
Translation
But you have violated Dharma, and you are condemned by your own actions. You are dominated by lust (Kama) and are not established on the path of a King.

(परन्तु) तुम्हारा धर्म संकुचित (दूषित) हो गया है और तुम अपने कर्मों से निन्दनीय हो चुके हो। तुम कामवासना को ही प्रधान मानते हो और राजा के उचित मार्ग पर स्थित नहीं हो।
English Commentary
Rama moves from general principles to a direct indictment of Vali's character. He asserts that Vali is unfit to be called a King because he has strayed from "rāja vartmani" (the royal path). A king's duty is the protection of subjects and adherence to Dharma, whereas Vali is described as "kāma taṃtra pradhānaḥ"—one whose primary driving force is lust and sensual gratification. "Saṃkliṣṭa dharmaḥ" implies that Vali has distorted or corrupted Dharma to suit his own desires. Rama establishes that titles or physical strength do not make a king; conduct does. By abandoning royal ethics for carnal desires, Vali forfeited his royal immunity and was treated as a criminal subject to punishment.

अब राम सामान्य सिद्धांतों से हटकर सीधे वाली के चरित्र पर प्रहार करते हैं। वे वाली को बताते हैं कि वह एक राजा कहलाने योग्य नहीं है क्योंकि वह 'राज वर्त्मनि' (राजा के मार्ग) पर स्थित नहीं है। राजा का धर्म प्रजा का रक्षण और धर्म का पालन है, जबकि वाली 'कामतंत्र प्रधानः' है, अर्थात उसके जीवन का मुख्य उद्देश्य केवल काम-सुख भोगना है। 'संक्लिष्ट धर्मः' का अर्थ है कि वाली ने धर्म की परिभाषा को अपनी सुविधाओं और इच्छाओं के अनुसार तोड़-मरोड़ लिया है। राम यहाँ यह स्थापित कर रहे हैं कि पद या शक्ति किसी को राजा नहीं बनाती, बल्कि आचरण बनाता है। वाली ने अपने निन्दनीय कर्मों से अपने राजत्व को खो दिया है, इसलिए उसे एक अपराधी की भांति दंड दिया गया।
