Srimad Valmiki Ramayana
तान् न हिंस्यात् न च आक्रोशेन् न आक्षिपेन् न अप्रियम् वदेत् ।
देवा मानुष रूपेण चरन्ति एते मही तले ॥४-१८-४२॥
tān na hiṃsyāt na ca ākrośen na ākṣipen na apriyam vadet |
devā mānuṣa rūpeṇa caranti ete mahī tale ॥4-18-42॥
Translation
One should not harm them, nor revile them, nor insult them, nor speak unpleasant words to them; for they are indeed Gods wandering on the earth in human form.
हिंदी अनुवाद
उन (राजाओं) की हिंसा नहीं करनी चाहिए, उन पर क्रोध नहीं करना चाहिए, उनका अपमान नहीं करना चाहिए और उन्हें अप्रिय वचन नहीं बोलने चाहिए; क्योंकि ये (राजा) मनुष्य के रूप में पृथ्वी पर विचरण करने वाले देवता ही हैं।
English Commentary
This verse echoes the ancient Indian political dictum "Nāviṣṇuḥ Pṛthvīpatiḥ" (No one becomes a king without a part of Vishnu). Rama warns Vali that by reviling Rama (a representative of the sovereign), he committed an error. "Devā mānuṣa rūpeṇa"—Kings are deities in human guise. To insult them is to insult the divine. Rama is instructing Vali that even in his dying moments, he should maintain reverence for the King to ensure his own spiritual well-being. This asserts the sanctity of the royal office, not mere tyranny.

यह श्लोक प्राचीन भारतीय राजनीति के प्रसिद्ध सिद्धांत 'नाविष्णुः पृथ्वीपतिः' (बिना विष्णु के अंश के कोई राजा नहीं होता) को प्रतिध्वनित करता है। राम वाली को चेतावनी देते हैं कि उसने राम (जो भावी राजा हैं) और भरत के प्रतिनिधि पर आक्षेप लगाकर गलती की है। 'देवा मानुष रूपेण'—राजा नर-रूप में देवता है। उसका अपमान करना देवताओं का अपमान करने जैसा है। राम वाली को यह शिक्षा दे रहे हैं कि मरते समय भी उसे राजा के प्रति श्रद्धा रखनी चाहिए ताकि उसका परलोक न बिगड़े। यह राजा की निरंकुशता नहीं, बल्कि उसकी गुरुतर जिम्मेदारी और पवित्रता का प्रतीक है।
