Srimad Valmiki Ramayana
कृत्येषु वाली मेधावी राजानो बहु दर्शनः ।
भवन्ति पर हन्तारः ते ज्ञेयाः प्राकृतैः नरैः ॥४-२-२३॥
Kṛtyeṣu vālī medhāvī rājāno bahu darśanaḥ |
Bhavanti para hantāraḥ te jñeyāḥ prākṛtaiḥ naraiḥ ॥4-2-23॥
Translation
Vali is clever in his undertakings, and kings are "many-sighted" [have many spies]. They are destroyers of enemies; they [their agents] must be recognized even in common disguises.
हिंदी अनुवाद
बालि कार्यों (षड्यंत्रों/उपायों) में मेधावी (चतुर) है और राजा लोग 'बहुदर्शी' (अनेक उपायों/गुप्तचरों के माध्यम से देखने वाले) होते हैं। वे शत्रुओं का नाश करने वाले होते हैं; उन्हें साधारण मनुष्यों द्वारा (साधारण वेश में) पहचाना जाना चाहिए।
English Commentary
Sugriva attributes high intelligence (medhavi) to Vali regarding strategic actions (krtyeshu). He cites the maxim that kings are bahu darshanah—possessing "many eyes" in the form of spies. Since kings are bent on destroying enemies (para hantarah), they deploy agents who blend in as commoners (prakritaih naraih). Sugriva is essentially telling Hanuman: "Don't underestimate Vali. He is smart enough to send assassins dressed as hermits. It is our job to see through this disguise." This justifies the need for a reconnaissance mission.
हिंदी टीका
सुग्रीव बालि की क्षमताओं का सम्मान करता है और उससे डरता भी है। वह बालि को 'मेधावी' (बुद्धिमान) कहता है, जिसका अर्थ है कि वह सुग्रीव को फंसाने के लिए कोई भी चाल चल सकता है। 'राजानो बहु दर्शनः' एक प्रसिद्ध उक्ति है जिसका अर्थ है कि राजा अपनी आँखों से नहीं, बल्कि अपने गुप्तचरों की आँखों से सब कुछ देखता है। सुग्रीव हनुमान को समझा रहा है कि राजा अपने शत्रुओं का नाश करने ('पर हन्तारः') के लिए 'प्राकृतैः नरैः' (साधारण आदमियों के वेश में) अपने लोग भेजते हैं। अतः, इन तपस्वियों की जाँच करना अनिवार्य है।
