Srimad Valmiki Ramayana
क्रीडन्तमिव देवेशं गन्धर्वाप्सरसां गणैः।
मन्त्रिषु न्यस्तकार्यञ्च मन्त्रिणामनवेक्षकम्॥ ॥४-२९-५॥
Krīḍantamiva deveśaṃ gandharvāpsarasāṃ gaṇaiḥ। Mantriṣu nyastakāryañca mantriṇāmanavekṣakam॥ ॥4-29-5॥
Translation
He appeared like the Lord of Gods (Indra) playing with troops of Gandharvas and Apsaras. He had delegated his duties to the ministers and was not even overseeing them.
हिंदी अनुवाद
वे गन्धर्वों और अप्सराओं के समूहों के साथ क्रीड़ा करते हुए इन्द्र (देवेश) के समान लग रहे हैं। उन्होंने राजकाज मंत्रियों पर छोड़ दिया है और मंत्रियों (के कार्यों) की देख-रेख भी नहीं कर रहे हैं।
English Commentary
Sugriva is living like a celestial king, compared here to Indra amidst celestial nymphs. While delegating tasks to ministers (mantriṣu nyastakārya) is standard protocol, the flaw noted by Hanuman is mantriṇāmanavekṣakam—he is not supervising or checking on those ministers. Total abdication of responsibility in favor of pleasure risks the stability of the kingdom and the alliance.
हिंदी टीका
सुग्रीव की तुलना इन्द्र से की गई है, जो भोग-विलास के लिए प्रसिद्ध हैं। राजा द्वारा मंत्रियों को कार्य सौंपना (delegation) उचित है, लेकिन 'मन्त्रिणाम् अनवेक्षकम्' (मंत्रियों की निगरानी न करना) अनुचित है। एक राजा को कार्य सौंपकर उसकी निगरानी (supervision) करनी चाहिए। हनुमान जी देख रहे हैं कि प्रशासन पूरी तरह से 'ऑटो-पायलट' पर है, जो खतरनाक हो सकता है।
