न अतृप्तान् न अति च व्यग्रान् न अनुदात्त परिच्छदान् ।
सुग्रीव अनुचरान् च अपि लक्षयामास लक्ष्मणः ॥ ॥४-३३-२४॥
Na atriptan na ati cha vyagran na anudatta paricchadan |
Sugriva anucharan cha api lakshayamasa lakshmanah ॥4-33-24॥
Translation
Lakshmana also observed Sugriva's attendants, who appeared neither dissatisfied nor overly anxious, and were not poorly dressed (i.e., they were well-attired).

लक्ष्मण ने सुग्रीव के सेवकों को भी देखा, जो असंतुष्ट नहीं थे, न ही बहुत व्याकुल थे, और जिनके वस्त्र-आभूषण भी साधारण नहीं (अर्थात भव्य) थे।
English Commentary
This observation serves a dual purpose. Firstly, it confirms that Sugriva has been generous to his staff; they are not atriptan (unsatisfied) or poorly dressed (anudatta paricchadan). The kingdom is flourishing. However, from Lakshmana’s perspective, this lack of anxiety (vyagra) among the staff is problematic. In a time of war and searching for Sita, the attendants should be bustling with martial preparations. Instead, their calm and opulent appearance reflects the stagnation of the administration regarding Rama's cause.
हिंदी टीका
एक राजा की समृद्धि और शासन की गुणवत्ता उसके सेवकों की स्थिति से आंकी जा सकती है। यहाँ लक्ष्मण देखते हैं कि सेवक सुखी, संतुष्ट और अच्छे वस्त्रों में हैं। 'न अतृप्तान्' (अतृप्त नहीं) का अर्थ है कि उन्हें वेतन और सुविधाओं की कमी नहीं थी। यद्यपि यह सुग्रीव के अच्छे शासन का प्रमाण है, लक्ष्मण के दृष्टिकोण से यह 'अति-संतोष' (complacency) का संकेत है। जब राज्य के सेवक इतने निश्चिंत और भव्य हों, तो यह स्पष्ट होता है कि राज्य में किसी आसन्न कार्य या संकट की तत्परता (urgency) का अभाव है।
