विभज्य सततम् वीर स राजा हरिसत्तम ।
हित्वा धर्मम् तथा अर्थम् च कामम् यः तु निषेवते ॥ ॥४-३८-२१॥
Vibhajya satatam vīra sa rājā harisattama । Hitvā dharmam tathā artham ca kāmam yaḥ tu niṣevate ॥ ॥4-38-21॥
Translation
"...dividing his time constantly, O Hero, O best of monkeys, he is a true King. But he who abandons Dharma and Artha and pursues only Kama..."

"...समय को निरंतर विभाजित करके, हे वीर! हे वानरश्रेष्ठ! वही राजा (सफल) है। किन्तु जो धर्म और अर्थ को छोड़कर केवल काम (भोग) का ही सेवन करता है..."
English Commentary
Rama continues his advice on time management for a sovereign. A king must divide his schedule ('Vibhajya') to attend to righteousness, state economy, and personal leisure in balance. Rama addresses Sugriva as 'Vira' (Hero) and 'Harisattama' (Best of Monkeys) to encourage him, while simultaneously delivering a warning. The critique targets the abandonment of Dharma and Artha in favor of exclusive Kama (pleasure/lust). This directly addresses Sugriva's recent behavior during the rainy season, framing his delay not just as a personal slight to Rama, but as a failure in kingly duty.

राम अपनी बात पूरी करते हैं। वे कहते हैं कि राजा को अपना समय इन तीनों कार्यों के लिए बांटना (विभज्य) चाहिए। जो राजा धर्म (कर्तव्य) और अर्थ (राजकोष/प्रशासन) की उपेक्षा करके केवल 'काम' में डूब जाता है, उसका पतन निश्चित है। 'हरिसत्तम' (वानरों में श्रेष्ठ) संबोधन का उपयोग करके राम सुग्रीव को याद दिला रहे हैं कि उनमें श्रेष्ठ राजा बनने की क्षमता है, लेकिन हाल ही में वे मार्ग भटक गए थे। यह श्लोक समय-प्रबंधन (Time Management) का प्राचीन पाठ है, जो शासकों के लिए अनिवार्य माना गया है।
