विषण्णाम् वाहिनीम् दृष्ट्वा सागरस्य निरीक्षणात् ।
आश्वासयामास हरीन् भय आर्तान् हरि सत्तमः ॥४-६४-८॥
viṣaṇṇām vāhinīm dṛṣṭvā sāgarasya nirīkṣaṇāt । āśvāsayāmāsa harīn bhaya ārtān hari sattamaḥ ॥4-64-8॥
Translation
Seeing the army dejected merely by looking at the ocean, the best of monkeys (Angada) comforted those fear-stricken monkeys.
हिंदी अनुवाद
सागर को देखने मात्र से वानर-सेना (वाहिनी) को विषादग्रस्त हुआ देखकर, वानरों में श्रेष्ठ (अंगद) ने उन भयभीत वानरों को आश्वासन दिया (ढाढस बंधाया)।
English Commentary
Recognizing the collapse in morale upon sāgarasya nirīkṣaṇāt (observation of the ocean), the leader intervenes. The term hari sattamaḥ (best of monkeys) usually refers to the leader of the group, Angada, in this context. He sees the army is bhaya ārtān (tormented by fear). His reaction is to provide āśvāsayāmāsa (reassurance/comfort). This sets the stage for the famous council where individual capacities are measured, leading to Jambavan reminding Hanuman of his true strength. The narrative moves from panic to planning.

नेतृत्व (Leadership) की परीक्षा संकट काल में होती है। जब पूरी 'वाहिनी' (सेना) 'विषण्णाम्' (दुखी) हो गई, तब 'हरि सत्तमः' (वानरों में श्रेष्ठ—यहाँ संदर्भानुसार युवराज अंगद) ने मोर्चा संभाला। उन्होंने देखा कि सेना 'भय आर्तान्' (भय से पीड़ित) है। एक अच्छे सेनापति की भांति उन्होंने उन्हें 'आश्वासयामास' (आश्वासन दिया/Comfort किया)। अंगद जानते हैं कि मनोबल (Morale) टूट गया तो युद्ध शुरू होने से पहले ही हार जाएंगे। यह श्लोक अगले सर्ग में होने वाले विचार-विमर्श की भूमिका है।
