Dūtavadhyā na dṛṣṭā hi rājaśāstreṣu rākṣasa . Dūtena veditavyaṃ ca yathārthaṃ hitavādinā .. 5.58.147 .. ॥5-58-147॥
Translation
"O Demon, the killing of an envoy is not sanctioned in the royal scriptures. One should only ascertain the truth from a messenger who speaks for the welfare (of his master)."
हिंदी अनुवाद
"हे राक्षस! राजशास्त्रों में दूत का वध उचित नहीं माना गया है। जो दूत (अपने स्वामी का) हित कहने वाला हो, उसके द्वारा तो यथार्थ संदेश ही जाना जाना चाहिए।"
English Commentary
Vibhishana elaborates on the concept of diplomatic immunity. He argues that killing an envoy ("Duta-vadhya") is unprecedented and illegal in political treatises. The messenger is merely an instrument speaking the truth ("Yathartham") on behalf of his master. Punishing the messenger for the message is illogical. Vibhishana points out that a king needs envoys to communicate and understand the intentions of the enemy. Destroying the channel of communication blinds the king to the reality of the situation.

विभीषण यहाँ 'दूत धर्म' की व्याख्या कर रहे हैं। दूत केवल एक माध्यम होता है; उसके मुख से निकले शब्द उसके स्वामी के होते हैं, इसलिए उसे दंड देना अनुचित है। 'हितवादिना' शब्द महत्वपूर्ण है—हनुमान जी अपने स्वामी (सुग्रीव/राम) का हित साध रहे थे, जो उनका कर्तव्य था। विभीषण रावण को समझाते हैं कि दूत को मारने से संदेश का आदान-प्रदान बंद हो जाएगा, जो युद्ध नीति में हानिकारक है। दूत को जीवित रखना ही बुद्धिमानी है ताकि शत्रु के मन की बात जानी जा सके।
