प्रसाद्य भ्रातरं ज्येष्ठं सान्त्वेनोपस्थितक्रमः ।
देशकालार्थसंवादी दृष्टलोकपरावरः ॥६-१०-१३॥
prasādya bhrātaraṃ jyeṣṭhaṃ sāntvenopasthitakramaḥ । deśakālāirthasaṃvādī dṛṣṭalokaparāvaraḥ ॥6-10-13॥
Translation
Having propitiated his elder brother with soothing words, Vibhishana, who knew the world's high and low (truths) and spoke in accordance with place, time, and purpose, began his address.
हिंदी अनुवाद
लोक के पर (उत्तम) और अवर (अधम) को देखने वाले (ज्ञानी) विभीषण ने, बड़े भाई को प्रसन्न करके, सांत्वना पूर्वक, देश-काल और अर्थ के अनुकूल (बात) शुरू की।
English Commentary
The opening gambit. Vibhishana prepares the ground ('upasthitakramah') with soothing words ('santvena'). He is a realist ('drishtalokaparavarah') who tailors his speech to the context of time and place ('desh-kala'), ensuring maximum receptivity.

भूमिका। विभीषण सीधे आलोचना नहीं करते। वे पहले भाई को 'प्रसाद्य' (प्रसन्न) करते हैं और 'सान्त्वना' देते हैं। वे 'देश-काल-अर्थ' के अनुसार बोलते हैं। यह एक कुशल वक्ता और सलाहकार की निशानी है।
